Pope Zeigler crafts financing solution for regional agency
Regional councils of governments (COGs) coordinate regional planning and the development of infrastructure and services for local governments throughout South Carolina. COGs are important players in the state’s governmental structure. However, as associations of political bodies, they have no corporate form. They cannot borrow funds or issue bonds in their own right.
When one South Carolina council of governments needed a new building to house its staff and offices, it turned to Pope Zeigler to help navigate the complexities of building and borrowing the needed capital. Pope Zeigler attorney Lawrence Flynn worked with the COG, its members and a local county to issue bonds using a single-purpose non-profit corporation. The financing was issued and construction of the facility is complete.
